Update: IRA Charitable Rollover

On December 8, we alerted you to a pending vote in the House of Representatives on H.R. 5806--the Supporting America's Charities Act--which would make the IRA Charitable Rollover permanent along with two other charitable giving incentives. The House voted on December 11 and the bill did not succeed. 

The House has, though, voted to retroactively renew and extend the rollover through the end of 2014 (H.R. 5771). This was not affected by H.R. 5806. We now wait to see what action the Senate will take on the IRA rollover; stay tuned to PAA for updates.

The 114th Congress: A New Capitol Hill for the Arts

The results of the 2014 mid-term elections—Republican control of the Senate, fewer Democratic seats the House—will bring new faces to Capitol Hill and to some of your districts and states.

With new policymakers headed into office, this is an opportune moment to educate them about the role and value of the arts in America. As soon as possible, make your voice heard and tell your lawmakers how your arts organization is making an impact where you live.

PAA looks forward to building relationships on Capitol Hill with new members of the 114th Congress, and we have tools and information to help arts advocates and organizations do the same with their new leaders.

Protecting Performing Arts Wireless Technology


On Sept. 30, the FCC issued a Notice of Proposed Rulemaking (NPRM) concerning the long-term needs of wireless microphone users. The FCC acknowledges that “wireless microphones enhance event productions in a variety of settings – including theaters and music venues..." (more)

House Restores NEA FY15 Budget 

On July 15, the full House Appropriations Committee restored the NEA’s FY15 budget to $146 million! This represents level funding from FY14. Just a week earlier, on July 9, the House Appropriations Subcommittee on the Interior, Environment, and Related Agencies recommended an $8 million cut ($138 million) to the NEA for FY15.

The NEA's budget has experienced a rollercoaster ride over the last few appropriations seasons, and while level funding is a victory, PAA continues to advocate for $155 million for the agency. This bill now moves to the full House for approval. Stay tuned for updates on the rest of the appropriations process and opportunities for action. 

 IRA Rollover Reinstated & Made Permanent

On July 17, the full House passed legislation (H.R. 4719) that would reinstate and make permanent the IRA charitable rollover! This legislation also makes April 15 the new deadline for making charitable contributions that can be included on the previous year’s tax return. The final vote was 277-130.

PAA has been actively working with colleagues from across the charitable sector on this issue, visiting lawmakers to urge them to reinstate this provision. Many of you have contacted your representatives with stories of how your organizations have benefitted from this important provision. Next, the Senate will consider this legislation.
